Question:

Should the NFL stiffen the penalty for helmet to helmet hits?

I think the fine and suspension system is flawed and clearly not making an impact. If you want to stop these defenders, such as James Harrison from continually hitting guys with the crown of his helmet, you should make that multiple incident offender, such as James Harrison, play with an old school leather helmet for the remainder of the season. I guarantee that this form of punishment would eliminate such players from repeating their helmet to helmet hits.

Answer:

At this point, I think that a total redesign of helmets is in order. If we make them out of the same stuff as bicycle helmets, then morons like Harrison won't be able to use them as weapons.
Not for inadvertent hits but for players who intentionally, and repeatedly, lead with their helmets the first offense should be a fine and disqualification from the game, the second offense add a two-game suspension, third offense increase the suspension to eight games, fourth offense earns a 16-game suspension and after a fifth offense ban the player from the league for life. Harsh penalties are the only way to reign this problem in and hitting these morons in the wallet is the only thing they understand.
I think the only way you stop helmet to helmet hits is to eliminate the helmet entirely. Sounds ridiculous but if there's no helmet these guys won't be leading with their heads. I will say this though - helmet to helmet hits would be a non issue if that blowhard moron Roger Goodell was not in power. Football had been played the same way for years and no one had issue with it. Steroids, head trauma, REAL kickoffs that's my football.
There is a short in the switch in the steering column. You will need to have it replaced to solve your problem.
