It depends on his agreement with them. If that email address was provided as part of the service he didn't pay for, they certainly can deny access to it.
They can certainly lock up the account for non-payment. If your dad needs those files, he'd better resolve things with Comcast. And if your email is off that account, you're locked out, too. Why should they let you use their service if there's no indication they're going to be paid? Sorry. Edit: I don't know how he could have had his email before he owned Comcast services, but if it's part of the account now, they still have control over it.
