Are there any city codes for the dimensions (height in specific) of a speed bump on private property parking driveway in the city of san diego?

That depends on the local fuel prices. But, since you live in that area you can probably get a chp unit. That would be best but they don't come in oil fired units yet.
Bcos conventional optics does not work in x-ray region.
If the car really has a factory burglar alarm (are you sure?) then it still has to be set to make audio confirmation of its being armed or disarmed. Setting is done differently in different cars. Better if you just bring it to a dealer, they might even do it for free right on the driveway. But if you mean that it has an alarm but it does not work, which can be easily tested by locking the car but leaving one window open, and then putting your hand inside the car, then you have to bring it in for diagnosis to a dealer or an independent BMW shop. Usually the problem in cases like this is the front hood position switch. But it could also be other things like the ultrasonic sensor/module, or the door position switch which had already been mentioned (but which is a more common defect on older cars not like yours).
