Can city code supersede the State Statute?

This is an utterly terrible situation. and I feel nothing but sorrow towards those poor kids. If you try to call about it and they do nothing then you need to go straight to the police department and tell them what you just put on here, demand they help!!! I think you should also suggest to Vicky and the children they go seek help. Unfortunately there is not much you can do, but you can try.
