Magnesium is a very strong reducing agent. So strong, in fact, that it can reduce carbon dioxide to elementary carbon. By spraying CO2 on a magnesium fire, you are just adding fuel to it, since magnesium will burn in CO2. Magnesium cannot burn in sand, because it cannot reduce the silicon dioxide to silicon. Thus, it is safe to extinguish a magnesium fire with sand, because it will cut off the gas supply and won't work as a fuel.
