I'd rather drive the first car. I've never had to slam my brakes and worry about the ABS in the snow. You drive slower and watch the idiots in front of you. Even with ABS the guy behind you can hit you, so that won't help keep you from being rear-ended. Although Car 2 may be safer just because you won't be going anywhere in the first place. Seriously unless you live somewhere where you never have winter conditions(like the South that isn't used to what they are getting this year) why would you have summer tires on in the winter? I mean I could see if you had All-Season, but why would you have Summer tires on.
All season tires far out sell seasonal tires. They offer good mileage and great snow traction, and you never have to change them. All manufacturers make them. Check into it.
First of all there really isn't any tire on the market that is called a summer tire, they are most likely all seasons. All seasons can be used in snow because they are designed for all seasons hence the name. But as far as traction goes they will not have have the same traction capability as a snow tire. Snow tires by nature are a more aggressive tire as far as tread design goes, but depending on the manufacturer the snow tire may be called a snow tire but it may not be any better than an all season. Before buying any snow tire you should look at the tread design and tire. The tire if it is a true snow tire should be able to be studded. A good snow tire will have the stud holes already on the tire so you can either get them studded or leave them as they are. Snow tires are good for areas that get more than 2 to 3 inches during snowfalls during winter. Snow tires no matter what dealers say do not handle or work on ice, that is a studded tire that works on ice. All seasons are great tires for areas that do not get a lot of snow. Driving on snow tires all year long will wear the tires out faster because they are not designed for driving on dry, warm or hot pavements.
