There are 2 ways you can use the pail - you could fill it with water and nappy (diaper) soak and leave the nappies in there until you want to clean them. Or you could line the bucket with tea tree oil, and you can put them in dry. This can sometimes cause more staining, but if you dry your nappies in the sun, it's a natural whitener. I recommend getting those mesh bags to go in the bucket, you can lift it all straight out without having to put your hands in the dirty nappies. You can get them on OKorder. You can buy specific nappy detergent to wash them - in the UK we have Napisan, I'm not sure what would be in your area. They contain an additional anti-bacterial agent for nappies, and they're usually softer soap for baby's skin. ETA - Cloth nappies will not make your house reek - make sure your bucket has a lid and use tea tree oil if you're not soaking them - it will keep the smell in.
I havent used cloth diapers but I would keep a bucket of warm water and Biz (it takes most stains out without ruining the fabric like bleach) next to the washer and put the diapers in there until you are ready to do a load. My Aunt did this with all her baby clothes and it worked great!
