The alarm is a signal sent from the floats inside the vault. The high water alarm was probably tripped due to the power outage. As soon as the power was restored, the pumps started, and the float alarm was satisfied. Unless you still have an alarm, you should be fine.
Well you have fairly good reasons to move in with your grandfather and aunt. Your room is basically like their storage closet which isn't fair at all, especially since your a teenager and need your space. A great thing to do is just to write everything that you feel can be changed with your situation if you move out, and you should promise your parents that you will keep your grades up. I think the main reason your parents dont want you moving out is because they probably will miss you believe it or not. If you do move out the nice thing to do is visit once or twice a week for an hour or so.
