Most likely the parking mechanism in the wiper motor module is jacked up not allowing the wipers to actually park(Turn Off) May need to verify this with a good reputable shop, I would try a dealership if you do not know any good mechanic friends.
There's a couple possible reasons for this. 1. The switch is broken. This is a semi easy fix. You just have to buy replace the switch. If it's on the turn signal then you'll have to replace that whole part which will require disassembling part of the steering column. Get a manual to see how. 2. There is a problem with older blazers. The wireing harness for the wipers snaps directly onto the electronics card for the motor. That connection is not good often slips around misaligns ( it was a poor design ) causing the wipers to work intermittenly, stay on or off no matter what position the switch was in. If that's the problem then you'd want to take the motor off solder a new set of wireing harness directly to the card, cut off the old connector clip from the original wireing harness splice in a matching new one then reinstall the whole thing.
