Answer:

I don’t know of any law that prohibits having any kind of alarm system. I do have a home-made system because I am deaf, not totally but severe! Many of my “alarm” things (door bell, telephone…) are rigged-up to my hearing aids via radio signals. But when it comes to law, the algebraic sum does not add up. For example it is illegal to have (own or manufacture) a transceiver (transmitter / receiver in the same box) that can transmit over air traffic control frequencies. But, you may purchase a receiver to listen to them, and a separate transmitter to talk to them and this is legal! Go figure.
