If it's an aftermarket alarm you can check under the hood to see if they ran power to the battery. If there are wires connected to the battery that have fuses inline by the battery you can try pulling the fuses out. If you really don't know what you're doing take it to a shop instead of pulling fuses. Most likely the power is run from the ignition of the car. You will have to check for the alarm brain under, or around the steering column ( this may require unscrewing panels). If you locate the brain of the alarm there should be fuses inline that you can pull. Without knowing what make and model the alarm is there's no way to tell you how to disarm it.
you may have to disconnect the main battery so it can reset then perform the reset procedure. Who told you how to reset the locks?
