Throttle control on a Smoker Craft Pontoon.?

I recently worked on a early 2000 Smoker Craft 24 foot pontoon. It has a 40 horsepower mercury outboard motor. I got it working as it's been sitting for a couple years. However, the throttle control got locked in the reverse position and I can't get it to move. I'm wondering if anyone knows anything about this, possible causes and solutions.

I believe U mean shift cable and the control box locked up. Disconnect the cables on the engine and see if the Control box works. then U will know where to go from there.
