Depending what state you are in will tell you if it is street legal or not, First is that no 2 cycle will be legal for road usage in CA. You never stated what kind of gearing you planned on using and what the torque of the motor are. If the torque is too low, you will never drive the motorcycle rear tire. There is a difference between a weedeater, a 100 lb scooter, and a 500 lb motorcycle. What kind of transmission are you planning on using? Not being experienced in bike building is a hard thing to overcome, what angle will your forks be at? How much rake are you going to have? Do you know how that will affect cornering? There are a lot of things to consider. I have been fixing bikes for 20 years, building go carts and other toys and wouldn't consider building a bike from scratch. You need to start with research into the basics of bhp and torque, then work your way into how a motorcycle works and the physics behind countersteering. After that, you can start working on balance points and center of mass for vehicles. After you spend a couple years and thousands building your first bike, you get to have it inspected for title before it is allowed on the road. Worse than that is the convincing an insurance company to cover you. Otherwise it will look great in the yard.
