What‘s the tire size bigger than 700x28C that can still fit to a 700x18c rim?

Iron can be attracted by a magnet.IF IT IS NON MAGNET it will not be atracted ie the iron repells. So in the magnetic steel will also atract iron to an extent and not the nonmgetic steel.
LOL Try and stick a magnet on the steel and you will know if it's magnetic :P
700x18c rim have to measure the internal measurement of rim if 17mm could take 700x 35c. Problem is that might not have clearance for frame, forks,as you havent stated type of bicycle measure inside of rim width and refer[ sheldon brown tyre sizing ]in that section shows measuring rim width and chart as to what tyre sizes can fit that rim width.
You can probably mount bigger tires, but before you try, make sure that you have enough fork, frame, and brake clearance . If any of those parts are close to your tires now, a bigger tire will make contact with that part of your bike and rub.
Bigger than a 700x28C would be anything with a bigger 2nd number. Example: 700x30C or 700x38C. Whether or not it would fit on the rim (width wise) ask your local bike shop.
