It could be, but firefighters are efficient enough. Many of us have fire-extinguisher also. Don't ask me why but we don't really think about this. EDIT: yeah, i don't want to hear an alarm all the time I smoke too. :) EDIT2: maybe some kind of philosophy too, accidents happens, it's life. I don't want to worry for all the thing i'm doing, as long as I don't hurt anybody.

My school claims that hats and hooded clothing are distracting, because people might steal the hats, also, the teachers probably don't like the students hiding under hoods, because then they can't tell if you are working. So the teachers probably made up the lame excuse to keep from feeling vulnerable.
