my brother was at work and his work mate was welding metal or something and he was watching without safety goggles and about 4 hrs later they started burning and he cant open them! please help, will he be partially blind? what should we do?

My helmet cost $60 (they are now $70). My armored jacket cost $100. My gloves cost $15 ( $35 gloves at 1/2 price, rounded down to $15) My boots are my everyday wear workboots. They cost about $125-$150. All bought new. What's essential is up to you. I always wear boots, I guess that makes them an essential.
It actually can be quite expensive. If you don't already have a motorcycle, I would begin to piece together your gear as you can afford it. Helmets can range from 150-600 dollars, so make sure that you check for the DOT label, try on multiple brands and sizes and get a good fit, it should be tight, but not to tight. Full-faced is definitely your best choice. Gloves can be from 100-400 dollars, try to find a pair you like. Boots are also generally expensive, but needed. Over-the-ankle protection keeps your ankle from twisting if you were to lay the bike down. Expect about 200-400 for these as well. On top of that, you need a jacket, I personally prefer perforated leather, and a pair of pants. It's expensive, but worth it. ATGATT.

No . Everything else was under $100 total. Other than protection from the elements, 'gear' is not required for riding. For crashing, 'gear' is not required, but may be considered desirable especially if you have an aversion to minor injuries.
