Drains don't usually have valves on them, and I dont think ive ever seen one on a washer drain. Washer drains arent on the bottom of wall they usually are aroud 4 -5 feet from the ground. Something does not sound right.
Washers generally drain into a sump pump hole. Is there another pipe nearby maybe you have it in the wrong hole? that or there could have been a pump attached to run that water to your dry well and the person that lived there before took the pump with them. Dirty trick if he did. Good Luck
Should'nt be a valve on it. Sounds like its plugged and water is coming out the vent.
Most (if not all) have a battery back up just in case power is lost. The battery could be low, replace it. If it chirps every minute or two, thats what it is.
it is probably clogged drains do not usually have valves, there is no reason for them if it is shooting out then is the pipe broken? if you had said it was overflowing then I would say blocked dont worry, PVC is incredibly easy to fix. cut off the broken piece and take it to your freindly neighborhood hardware store. they will sell you replacement pipe or fittings the only thing else you need is perhaps a hacksaw to cut pipe, scrap of sandpaper, and a small (4oz?) can of pvc glue. then dry fit the pieces together to make sure they fit, put on some glue and put them back together. it should only cost you about $4.00 for everything
