Sounds like moisture is condensing on the concrete during temperature changes like dew forming on grass. If you are in a part of the country with high humidity this is what I would suspect. Wood paneling will soak up moisture like a sponge and it will wick up the wall. Put some toilet tissue on the floor near the wall and see if it becomes damp in the morning. If this is the problem you would need to isolate the paneling from the concrete to keep it from getting damp.
