It is due to the natural luster of the metal some metals rust or tarnish much quicker than others. Gold doesn't rust or tarnish at all.
The luster of metals depends on the molecular strucure of the substance as well as the state of refinement that metal is in. Copper, for instance, in its ore form, looks like someone smashed a crapload of old rusty pennies together. After refinement, it looks as shiny and orange as Zach Effron's skin. The phenomenon of something appearing shiny, of course, is caused by the reflection of light off the substance hitting the eye. If something is dull, it likely has small bumbs or ridges on the surface, causing the light to be diffused rather than reflected in a straight beam.
