all ensign have to salute an officer its a sign of respect and for officers they salute any officer that has a higher rank then their own. the only time an ensign is saluted is if they have the medal of honor

The tradition of saluting goes back to the time of knights. The knights used to raise their face shield when they passed one another as a sign of mutual respect. This motion of raising the shield is what gave rise to the modern salute. In a military salute, not only is the lower ranking member showing respect but the higher ranking member is obliged to show respect back by returning the salute. Add: As elaboration on other responders' posts, while it is true that miltiary customs and courtesies do not call for enlisted to salute one another, it is acceptable. Saluting to an officer by an enlisted or to a higher-ranking officer by a lower-ranking officer is not outright required; however, it is part of the military customs and courtesies and it can be claimed as disrespecting an officer if one does not salute.
