However, to help answer this question. many towns and cities delegated those duties to the Public Works Departments because they needed to justify there existence by having more to do in the public works system rather than just fixing roads (that are city maintained). There is a reason they are called FireFighters and not Hydrant painters. My hometown the firefighters still dig out the hydrants from snow fall, flush them in the summer, and paint the tops.
