What works best if you dont have a can crusher is stomping them flat with your foot. make sure your wearing a boot or any hard shoe. and stomp down hard. Make sure the can is standing upright.
Sounds like the mains has failed (if it is a mains fed battery back up) or the alarm may just have broken .You can try using a vacuum to clean the alarm as it may just be dusty inside if not then replace it
I dont think that is at all legal- up here where I live you can get a ticket if your wheels arent moving PAST the hydrant when the ticket cop comes by.
