What do you call those things that bylaws use to jam car wheels?

What do you call those things that bylaws use to jam car wheels so that people have to wait til an officer comes to give them a ticket?? What is the name of those devices that locks the wheels of a violator who parks his/her car in a restricted parking area???I would like to apply for those things. Because I have tooo many violators in my restricted restaurants. People just keep parking here and they don‘t bother with the BIG SIGNS WE PUT!! People are soo ignorant and rude! I‘m fed up! I would like to get those things even if I have to pay a monthly fee. Thanks allot.

It is known as a dynamometer but most folks name it dyno for slang. There is a pc hooked up to the vehicle and the platform rollers which offer know-how about horsepower, torque, etc.
