what do YOU think the NHL should do about cheap shot suspensions?

obviously fights break out, no question there, 2,5 or 10 minute penalties are given out no big deal what about the cheap shots though? example here is mattias ohlund cracking a bone in mikko koivu‘s leg when the puck is no where around him and might not of even been in play! the minnesota vancover rivalry is one of the best in the NHL but this happen about a month ago? ohlund was back 3weeks ago and koivu is still out, despite the 75,000 fine, i feel ohlund should be out the same time as koivu (this would go for all cirumstances) THEN the suspension should start on top of the fine. only problem with this is philidelphia would have to forfeit games for not having enough players. what do you think?

The NHL should set up a system similar to the steroids penalty in baseball- repeat offenders earn longer suspensions. First-time offenders should be suspended for as long as the victim player is out. As second-time offenders and third-time offenders commit large penalties, the time out is double, tripled, etc. depending on how many times they have been suspended before. Organizations should be fined as well, and fined depending on the amount of suspension their players have received at the end of the year. This would reset itself after every season. Cheap shots and bone-head moves need to be stopped in the National Hockey League.
