pipes are measure by the inner (opening) dimension.A 20 inch pipe with a 4 inch wall would measure 28 inches on the outter diameter
You measure them to find out if the pipe that you're looking at, is the one you wanted! You can measure them any way you want. No good looking at copper pipes if you need PVC pipes. What dimensions you measure, depends on what type and class of pipe it is. That's about as vague as I can answer a rather vague question.
axle spacing is the distance between the front and rear tires of any car or truck driving over the bridge it is inportant to know the weight per square inch as to not overload the material you built the bridge with hope this helps
