What does mounting a tire mean?

I was told that mounting tires is included in the purchase of set of tires. Does this mean that installation is included with the tire purchase?

Mounting involves removal of the old tires from the rims, mounting the new tires on the rims (with a new valve stem), and putting the wheels back on your car. Mounting and balancing is often included in the price of the tires, but not always. Some shops charge as much as $10 per tire for mounting and balancing. All shops charge a disposal fee, which may or may not be included in the advertised price of the tires. When you are shopping for tires, read the fine print in the ads. It will tell you what is included in the price when you buy your tires. If not, you can always ask before you buy.
