I would expect the ones with short fins to be slightly better because the temperature at the ends of the 4 fins will be lower than they are on the 0.5 fins so there will slightly less heat transfer in the areas of lower temperatureThe thermal conductivity of aluminum is quite high so it may not make much difference.
