Sit him down and make him understand that your his older sister and that he needs to respect you..tell him that you understand that hes a boy and hes going through a phase but he should not be doing that to you maybe even threaten him that you will tell your parents
It is on the blanket enjoying the sun. It probably stays on the blanket, because the metal gets hot is not comfortable to walk on. It isn't an out door cat, because it doesn't roam around outside. If your neighbors have access to your fire escape, I wouldn't let him out there, but maybe move the blanket inside, still in the sun from the window? If you like the window open, you can find sliding, adjustable screens that just fit the openingno installation, easy to get in out, since it is a fire escape. Lets air in, keeps kitty in, should work well.
I doubt he would ever hurt you, unless you can tell hes that kind of person, but right now he's got really intense urges and that's just how it is. Tell your parents, let them give him what he deserves. Start being mean to him so he doesn't want anything to do with you, or feels guilty.
