Street legal and safety features are two different things. Street legal means it needs to have all of the required lights and horn while safety features are what the rider is required to wear in the riders state. A helmet is an example of that.
Local Fire Department comes to mind first.
The part in red is the BOLT. You ned the key to get the yellow and blue parts to work together to get them to move the red (bolt). If you didn't know that then you should have called a locksmith in the first place.
