What is causing the unusual noise in the front of the engine?

I have a chevy 383 roller engine in a 67 nova and at iddle it has a chatter sound at the front of the motor. when i give it a little throttle in gear with foot on the brake it makes a squeal sound. Recently put a new performance belt on. Tryed to turn the outer part of the harmonic balencer by hand with the motor off and could not thinking the rubber between the the circles was shot. thinking it still might be as i can smell what seems to be rubber after it runs for a while. any help out there ? sure would appreciate some professional help. Thanks.

use filters and clean out the inside of the pipes. there may be air in the pipes witch may make it cloudy, too
Thing I remember most is seeing my first color TV in a well to do neighbor hood whilst Trick or treating on Halloween. There was only three channels to be had any way on a clear day but we just kept gawking at all the color on the screen all but dropped our candy bags. Fridge had been around for awhile, vaccine was out in the late sixties I think. The other stuff came well after my color TV sighting. The fridge my parents had actually lasted their whole life, they got the first one they could after marriage cant get that kinda quality no more. at least 30 years I'd guess. I dont know if my sister still has it in use or not.
