You probably should demand better security at your building if there are strangers hanging around the laundry roomI myself was raped in an apartment four years ago when I was watching my counsin's cat and apartment for her when she went on a vacationYou are smart to be aware of your surroundingsUnfortuntely I was 18 at the time and not used to apartment buildings and the city because I had grown up in a much smaller townSo be aware and demand that the landlord try to make the laundry area more secureHowever, don't live your life in fearBe smart and aware, not fearful and worriedLife is too important to waste on worrySo try to find a balance between being alert and being unafraid of life.
Being near strangers in the laundry room is definitly not the same as having them in your apartmentEven though your apartment complex does not have security, there is still the possibility of SOME people being in that area (you are in a public spot)If a stranger were in your apartment there is no possibility of the public just walking right in and being in that areaThat is why we have locks on doorsBut yes, always be cautiousYou are right that you never know what will happenBe smart and aware of your surroundingsIf you feel uncomfortable going in the laundry room, take your cellphone with you or even bring some kind of pocket knife or somethingAlso, maybe go at daytime when more people are around so it is not just you and one personNo matter where you are you should always be on your guardI live by myself in an apartment and just 2 nights ago a stranger knocked on my door and was asking me questions about my work and suchThis was at 10:30 at night, I do not know the man like that (how he knew my exact apartment freaked me out), and he looked much older than meIt was not right for him to be coming to my apartment like that and it really creeped me outI am just thankful nothing happened and that I have certain safety measures for keeping people from breaking inBe careful!
Some may question your sanity but it was wise to use trash bags rather than aluminum foil which would really flag your dwellingHowever, I do use a type of bubble wrap coated with aluminum foil in the windows of my motorhome to increase the insulating factor of themThey work great in both winter and summer, especially in the Arizona summer heat where I got the idea As for the rest of your story, in spite of your indicated connection to the blocked windows, it has nothing to do with themWhat you have is a pesky ghost (even though I detest the demeaning word)see the link below concerning them L8r

You have to demand that your building add security measures so that only residents can enter your building and laundry facilityYou have every right to be weary of creepy people lurking aroundPerverts know where they can get away with things and they will stalk certain places looking for victimsI would send a petition to all the residents in your building asking them to support your cause and have security beefed upIn the meantime, do your laundry during the daytime and if there is someone hanging around your building who does not live there, call the building manager or the police.
