I haven't seen one but it's simple to build. Go to Raon Street in Quiapo. They can build it for you. Just print the photo and show it to the metal shops.
Electrical discharge needs a point of contact. If the lightening strikes a metal rod and that rod leads directly to ground then the energy goes to ground instead of into the house where it searches for a path which can result in damage if it can not find it very quickly.
The rod is metal and it attracts the lightening. If the rod is hit the lightening is then dispersed into the ground.
