No, the electric heater would not cause this. To form carbon monoxide you have to be burning some type of fuel, electric heaters do not do that.When I was living in Montana, occasionally with the proper conditions frost would form on the vent pipes and close them off and cause this type of intermittent problem. Like yours, sometimes they would thaw and open up on their own and sometimes we had to go up and manually clear them. It would also sometimes happen on the drain vent and the whole house would stop draining and back up. Also the increased snow level on your roof can sometimes cause vents to not draw properly. The only way to fix that is to remove the snow. Cold weather does crazy things.
I would try baking soda and water. Lots of it in a bucket and use a detail brush. For detailing cars. It has real stif plastic bristles. You can get one at any super center or autoparts store. In the automotive dept. And then suck the water out with a wet/dry vacuum. Or just use a steam cleaner and a rag. That would be the best way and the fastest.
