If the axle was only broken on one side the car could still be driveable, but only one wheel would be doing the work.
You are absolutely correct. If the axle is completely broken, the car wouldn't go anywhere. However, you might want to ask the dealer for a more elaborate explanation of how the axle was broken, or even have them show you where it's broken. It could just be the CV joints, or the shaft itself cracked, so there's lots of parts that can break, but not all of them would cause the car to not work.
