Not always. it depends on if the valve is busted.
There's a valve in it below ground that has to be turned on before it will flow water.
The foaling is the easy part. The foal is the hard part. Usually foaling goes fine and you have an adorable little foal. More then likely you will not see the foaling. We watched my Mini mare for days on end, thinking she was going to have it. After 7 days of constant watch(she was also over due by 1 month the due date her last owner gave me) we didn't watch that night. ahhh yeah, maybe the reason water didn't come out, is because you didn't hit it hard enough.
