I have a continuous flow of motorcycle tires. Do I have to pay to recycle them or do I get paid to recycle them? Where do I go to do one of the two?

You pulled a deadly weapon in a road rage incident. You got in trouble for it. What part of that confuses you? You weren't wrongly accused.
You'll be lucky if you can get rid of them for free. You won't get paid for them.
Drop them off at a tire recycling facility, or a motorcycle dealer. They WILL charge you, but it's worth it to have them disposed of properly. Where I live (Ontario, Canada) we are charged a $5.00 stewardship fee per tire (car OR bike).
