I have the stock irc road winners and I‘m at 9,000 miles some dry rot rear tire at wear markers I plan to put tires that actually grip and are wider rear tires better?

well for one, what kind of bike is it, you can probably get on any rice burner and ride it, but l would not try to ride a harley.
I swear by Bridgestone BattleAx (BT45) that Brian mentioned. Spend the extra $15 on V-rated. They are excellent tires and hold up. I'm not sure I would consider them sticky by sportbike standards, but they combine the right amount of grip and longevity on vintage cruisers.
It depends on what you are looking for. Do you want ultimate cornering grip, at the expense of mileage? Are you looking for better wet weather grip? Different tires have different strengths and weaknesses. Your best bet is to consult your local dealer. A wider rear tire will generally NOT improve your bike. It will slow steering, and the greater unsprung weight will affect rear suspension performance, which isn't that great on the 250 Ninja to begin with. Most riders who use a wider tire are looking for a look, and get it at the expense of real performance.
For sticky tires, your options are Bridgestone BT45, Metzeler Lasertec, Pirelli Sport Demon, Dunlop GT501 and just Slightly down the scale (gives longer life, but still track-day worthy grip) is the Avon Roadrider. Wider tires generally slow the steering of the bike down. They also alter the contact patch, as the tire is 'pinched' in the rim, leading to a smaller contact patch and less potential lean angle. Wider tires weigh more, so you have additional unsprung weight to deal with, which slows down suspension action. Overall, it's just a bad idea to put tires on the bike that are too large for the rim width. If you really want to do some digging on what tires fit the rims, they are 2.75 front and 3.50 rear.
