Dedicated winter tires are orders-of-magnitude better than any all-season tire in severe winter condition without question. So-called "all-season" tires are really only designed to work in light snow and moderately cold temperatures, not heavy snow, slush, ice and extreme cold. If you only want one set of tires but care a lot about winter performance there is only one option: The Nokian WR G2. This is the only all-season tire on the market that is approved for use in severe winter weather. Not cheap but they work extremely well and you only need one set. If those are too radical for you then among the more acceptable regular all-season tires are the Goodyear Assurance Tripletread, Bridgestone Insignia SE200, Pirelli P4 and Yokohama AVID TRZ. A lot depends on what kind of car you have since no one tire is available in all sizes. I do not like the Michelin Hydroedge in winter BTW. Fantastic rain tire but I find its winter performance lacking.
