When all the pirates are being hanged and the people are singing Hoist the colors what was the purpose of that introduction? Why was it needed?

they are calling a meeting for the pirate lords and they were happy about them singing hoist the colors the king (pirate king) and his men (the lords) stole the queen from her bed(Calypso from the sea) and bound her in her bones (trapped her in human form)

they were just showing to show that all pirates and anyone who affiliated themselves with pirates were going to be killed thats what they wanted from the beginning to wipe out all the piretes
The scene at the beginning of the film showed that Beckett meaned business, killing anyone associated with pirates, even in the smallest way. The young boy was proof of that as he was bring killed even though he was so young. It also had to do with the ringing of the coin and the calling of the Pirate Lords, as Barbossa tells Sao Fang when they are in his bath house in Singapore.
When you see the movie you have to stay through all the credits and watch the last scene. Both the scene at the beginning of the movie and at the end of the credits will give clue as to whats going to happen in the 4th movie. And yes there is going to be a 4th Pirates of The Caribbean.
