Hey, electric blankets are a risk on thier own and widely discredited by fire safety experts, but apart from this your son is far too young for this, over heating in a child this young is serious much more so than being too cold. please please please this is not safe for a 14 month in any shape or form, just add some extra normal blankets and buy some draft excluders
I wouldn't recommend using an electric blanket on a toddler bed or any person's bed for that matter. Electric blankets can cause burns, the cords are dangerous for someone to get wrapped up in, can malfunction and cause a fire and so much more. I live in a really old house, almost 90 years old and to keep my family warm, which includes a 20 month old, we plastic the windows and put more insulation in the attic. I also use warm, fuzzy footed sleepers and a blanket. You don't want to make your child too hot, so that's another reason not to use a heating blanket.

I'm more worried about him pulling the changing table over on top of him if he climbs it, I recommend getting child safety straps for your changing table. They are straps you can attach to the back of your table and the wall so he doesn't pull it on himself. If he climbs it, he may fall but it probably won't hurt that badly. And if it does hurt him he will probably learn his lesson and never do it again. But make sure you have the table attached to the wall!
