I have a 28 LCD monitor for my PC, and some games I play get a little blurry when the background turns. Could this be due to refresh rate?What is the best refresh rate available, for a top of the line LCD?

about 80 hz and you are good with a 5ms response time
just play around with it and see which is best, i use 65 hertz on my 24 monitor, but be warning having the refresh rate to high could damage your lcd
Some of the best LCD monitors have a 2ms response time. In order to prevent ghosting (that blurriness you are seeing) a response time of 10ms is ideal. I run a 24 with a 5ms response time and don't notice any blurring. My old, old LCD had a 25ms and I could definitely see it.
EVERY LCD monitor has a default (recommended) resolution and refresh rate. Anything else makes it work harder and internally re-size/convert things. (Often with blurry results.) Either look up the settings for your monitor model, or see if any of the settings offer to return it to defaults. Do this while using it in the mode you will use the most. (Like while the game software is active.)
