Power Metal has become more progressive than NWOBHM, but the differences are minimal. Power Metal's basically what HM would've evolved to, if it was still called that.... Unless we're talking PM bands like Sonata Artica.
Power metal combines the speed of extreme genres of metal in a symphonic context and often has an uplifting feel through certain parts of songs. It's also usually progressive and employs clean singing and often opera vocals as well. Heavy metal is a heavier, more complex style of hard rock but that rock influence is clearly detectable. Power metal has a more classical basis.
