I do not agree that bicycling after dark ought to be outlawed. It is the bicyclist's responsibility to wear light-colored and/or reflective clothing (such as safety vest with reflective stripes) to make themselves more visible to motorists. As a motorist, however, it is also YOUR responsibility to be aware of pedestrians and bicyclists on the side of the road, EVEN after dark. In the future, concentrate on driving after dark, and slow down if you must; no police officer will criticize you for taking a safer course of action.
