fire wagon' (lol idk what it's called). Did they protect the horses with any kind of protection(like blankets?) from the heat,ashes, and smoke?

Try and find those old fashioned diaper pins in the drug store. They have a safety factor to them so she can't prick herself or even open them.
They make diaper pins with a cover that slides over the part that closes which are pretty hard to undo. Other than those, it is pretty risky. Try putting her clothes on backwards.
if the clothes button, then put them on backwards so she can't unfasten them. pick 2 outfits and let her choose which one to wear, then remind her she chose it. jou could try a safety pin or two on the back of her kit, out of reach, just keep an eye on her! try to keep her busy, if her hands are full of jigsaw or toys, then she can't strip. as a one off, find an important job that has to be done now and drag her off in whatever state of undress she is in. a short walk to the post box or somewhere really near in the cold (just once, very short) might convince her that warm is better.
