I have an AMD 64x2. Also I'm running Vista Home Premium.I have been using this computer for a year now, and I have never had this problem before.

Also, make sure you did not accidentally schedule a virus scan at the time you are using the computer, or defragmentation. When you click on computer your cpu goes to work for a few moments to recalculate the amount of storage in your drives, Nothing wrong.
Vista is known to be a memory hog. I would replace it with windows xp. A below average amount of ram combined with newer application installs could also be causing it. Here is what you can do to find out more : You can press CTRL + SHIFT + ESC Sort by processor activity, and look at the programs that are resident in memory that are consuming the most amount of CPU and RAM. That should help you diagnose the problem further.
short answer - windows Explorer is a piece of junk. Use Directory Opus instead. long answer - When you open a folder with Explorer, it goes through every single file in the folder to preview it. That way it can generate a thumbnail, show the file size, and other stuff depending on what view you're using. If you have a folder with lots of huge files, it's doing a lot of work going roto-rooter through the hard drive. Because of the way Windows works with hard drives, it wastes a bunch of CPU cycles. There isn't much you can do. 1. Stop using Explorer and use a different file manager. 2. You can use more subfolders so there aren't so many files in each folder. 3. You can change the view in Explorer so it doesn't show so much information about each file. By the way, how long have you been using Vista on this computer? Newer versions of Windows go slower and slower because they do more useless stuff.
ctrl + alt + del, come across the innovations-set that's inflicting it to ramp up. run..... sort in 'msconfig' get rid of any startup training you do no longer pick. get rid of anythign no longer microsoft in certainly one of those center tabs. run malwarebytes. spybot S&D has a teatimer.exe that reasons the cpu to ramp up. attempt a gadget restoration. get rid of any suspect training on your upload/get rid of checklist.
It could be any number of things, it's really hard to tell from your description. However, if it isn't background processes, then my guess is that it's spyware, try Spybot S&D or some other anti-spyware program (GOOGLE IT FIRST, many are actually spyware themselves, check wikipedia as well), and when you've found a good one, run that to see if you have any malware infections that can be slowing your computer down.
