I'm sorry but I can't help but laugh at the situation. One, your brother is teasing you like most younger brothers would. Though the venue that your brother has chosen is certainly high tech compared to what I usually hear. The bra strap pulling and trouser pulling I've heard my mom say of her younger brother and it irritated her to no end, too. Two, your brother is starting to reach that age of starting to really understand the differences between boys and girls. You state in a quote that you're twice he and his friend's ages which places you at 16. You are probably the closest woman he has access to (aside from your mum) so you've become the subject of his study. The bra snapping and trouser pulling you're probably not going to be able to stop him from doing until he grows out of it. However, that video taping is a bit over the top and I say go the way of the snitch and point it out to your parents about it. If your folks don't know what he's up to, then it's about time they learned. Your brother will probably be upset at you for it for a while, but if he's not stopped now it could end up being a very bad habit for him to get into. You might also want to tone down your reactions to his silly teasings. Part of the reason why he does it is because he knows he'll get a reaction out of you. Practice rolling your eyes and waving your hand dismissively. Ignore his pratty antics and he'll lose interest soon enough.

All in all, you should be able to do the whole thing with the camera and IR illumination with recording on a PC for about $100-$200. A cheaper solution would be to get a wireless PIR motion detector and hide with a conventional camera to snap a picture when the culprit is detected. This kind of stakeout can be long and boring but costs a lot less. You can do a stakeout without even a sensor if you are in view of the thing to be protected.
