Answer:

Everything is combustible, normal graphite burns at about 400C, goes self sustaining at 550, but very pure (nuclear grade) graphite has been heated to over 1650C (white heat) and still won't burn. It has been theorised that this type of graphite would need heat in excess of 4,000C, to burn and even then it would just turn gaseous. It is the latter type that is used in fire extinguishers.
