cops do not have the right to accuse anyone of anything. They have the power to accuse. You have rights. If you are trying to ask if you have been lawfully accused, you have. If you are trying to ask if you should be acquitted at trial upon proof that you only stopped for a short while, start by reading the ordinance that you are alleged to have violated. Read the whole text, not just the title.
