I agree with Pallo. However yes it does live up to it's hype. I've been talking to David and have seen the copy. It's excellent.
It certainly can be, but not necessarily. Everything emits thermal radiation in the infrared range.
Infrared is just a specific area along the spectrum of electromagnetic radiation, just below the visible spectrum in frequency (there is really no such thing as infrared 'heat'). We cannot see it without infrared detectors, so this may be the reason why one would think it is man made. It actually emitted by almost everything that is roughly room temperature (called 'black body emission') and certainly by hotter things like the sun. This is why infrared goggles allow you to see better at night. Man can certainly generate infrared radiation, but it is in no sense man made.
