Stick with the ugly stick combo at your price range. Unless you want to spend more money on a rod/reel. Like other answer reel should be the most quality you can fish with a broken rod but not reel (spend more $). Try shimano, diawa, abu garica, quantum, even Mitchells are pretty good for the price. Try to stay away from pflueger reels (always had bad experiences with them).
No, you can't, unless you want to have it recharged. For home units, that's not a practical option. It's cheaper to buy a new one. The last thing you want to have happen is to need it again, grab it, and nothing comes out. Hope this helps.
